Many condolences to Tom's family. He developed a friendship with my dad several decades ago during some rough times and that continued through the years. I recall hearing many conversations between "Rats" and my parents and just laughing. What a great tribute to a man who made an impact on so many. Our sympathy-The Neuhaus Family

Tom was an amazing man. He was the best cop I know, he was always there when you needed him. He will always be remembered for his work as a police officer. I'm glad I met such and upstanding man.

Did not know Tom well during my Loras days and after…..but was aware of his kindness to others that were lucky to cross his path. His personality of “caring for others” is a model for all of us……

I was introduced to "Rats" over 25 years ago when he was working at the Dubuque Police Dept and I was working as a Probation/Parole Officer. He was the supervisor of the COPS at the time. When doing checks on various clients in the community, he would go out of his way to make sure his officers would be available to support me. He believed strongly in our departments working together to make the community safer. When he was close to his retirement he asked me about openings within my department. After 31 years he was not done serving the Dubuque community. When he first started his job as a PO I think our coworkers thought I was crazy for calling him "Rats". From the moment he started with our department he was always willing to help teach and mentor staff....just as he did at the PD. He was always available to vent to and would offer some of the best advice. I truly loved his sense of humor and his stories of growing up on the East Side. I am not sure I have ever met a more humble man. I am grateful to have so many fond memories of Tom. He was a true gem and will be greatly missed by many.
Liz, Diana, Todd, Thomas, Frank and Arlene, you have my deepest sympathy and I hope to meet you all this spring.

I had the honor of working with "Rats" for almost all of my career. He gave me the nickname of "Aver". Tom was known on the streets by the nickname of "2-center", for reasons I never knew why. Because Tom and I both had brownish hair and wore similar glasses, I would often be mistaken by the people who knew Tom and they would call me by his nickname. It was an extreme honor to be mistaken for Ratso, a nickname Tom was well known by. As most every officer has said and will say, Tom was the epitome of a compassionate, caring, and professional police officer. He poured his heart and soul into helping others, which learning that Tom had heart problems did not come as a surprise to me.
Liz, Diana, Todd, Frank, & Arlene, my prayers are with you at this time. Tom may be gone, but he will never be forgotten.

I was lucky enough to be able to work for Tom during his last six years with the police department. He was an amazing supervisor, role model, and friend. Rats was always there to teach and offer support, and this continued long after he retired. His sense of humor was the best and I couldn’t even try to count all the times he had us laughing with stories about growing up in Chicago or from his early days on the job. He was a great man who will be missed dearly. My deepest sympathies to his family.

Sending you all my deepest sympathy. I had the privilege and honor of working with Rats for 10 years at the PD before he retired. He was the best supervisor an officer could ask for. To say he "impacted many officers’ careers with his infectious laugh, sense of humor, and positive personality, bringing a welcome reprieve to an often frustrating atmosphere" is spot-on. His sense of humor, intelligence, and compassion were second to none. Like everyone who worked for/with him, I was positively impacted beyond words and always thankful for his unfaltering support and menoring. Thank you all for sharing him with us and I hope to see you all this spring.

I would like to thank the Raschke family for sharing "Rats" with the DPD for many years - we are a better agency and community because of his time and commitment here. He is truly a legend, although retired for nearly two decades, he is still commonly referenced at the DPD and his antics are frequently shared and laughed about.

Jim joins me in sending our sympathy on your deep loss. As a young lawyer in the criminal Justice system, I always was appreciate of Tom’s professionalism in his work and his attention to detail in his reports. My Dad Ken, as Chief Deputy Sheriff, considered Tom a model officer. Another Loras professor shared a photo of Tom, Liz, and little Thomas in a pumpkin patch. You can see the love! Our wish is that Thomas grows to become the caring, devoted, ethical man whose name he carries on. May you find comfort in your many memories of Tom.
